Take flour, coco powder, sugar, baking soda and salt in a bowl and mix them well; then add oil, vanilla essence water and vinegar and mix to make a soft paste.
Pour the mixture in a cake mold and bake at 180 C for 18-25 minutes.
Now take water in a bowl and add coco powder, sugar and vanilla essence in it and mix.
When cake is baked make holes in cake with a tooth pick and pour the mixture on it evenly so that cake soak all the chocolate mixture and let it cool completely at room temperature.
Now take chocolate mixture ingredients in a bowl and mix them well to make a fine paste.
spread this mixture on cake evenly and serve.
