Step 1In pot, add water, place strainer and heat it.

Step 2Add peas, carrot and boil.

Step 3Add cabbage and boil for 1 minute; strain and let it cool down.

Step 4Take potatoes in another bowl and mash them.

Step 5Then add boiled vegetables and remaining all the ingredients except flour and mix well.

Step 6Take flour and water in a bowl and mix well.

Step 7Grease hands and take mixture and make small round cutlets of equal sizes; dip in flour paste and fry until golden brown.

Step 8Serve with ketchup.
